河川は人類の文明を育み、人々の生活と強いつながりを持ってきた。
しかし今、気候変動に伴い計画当初の想定を超える水害リスクの増加が予想されている。2020年7月にはわが国でも堤内地を含む流域全体で雨水を受け止める流域治水への全国的な転換方針が国の政策として示された。流域治水のためには、市街地や農地における雨水の一時貯留を含め、堤防の内外に渡る行政区分や専門領域を横断した土地利用計画や景観デザインの検討が必要となる。わが国の政策はいまだに単一目的な「治水」の色が濃く、人々の生活空間と水との接点を減らすことを重視する傾向が強く残存している。人々と河川の繋がりは今後も希薄化し、沿岸の地域が本来持つ魅力が今後も発揮されない可能性が懸念される。
本研究では単なる治水計画ではなく、魅力的な地域づくりの目的を重ねた複合的なアプローチとして、河川と人の関係を再構築する、豪雨に対してもより強靭な流域空間デザインのあり方を例示する。

Rivers have fostered human civilization and had strong links to people's lives. However, due to climate change, the risk of flood damage is expected to increase beyond the initial expectations. In July 2020, Japan announced a national policy of converting to flood control, which receives rainwater throughout the basin, including the embankment. In order to control the watershed, it is necessary to consider land use plans and landscape designs across administrative divisions and specialized areas, including temporary storage of rainwater in urban areas and farmlands. Our policy still has a strong tendency to focus on reducing the contact between people's living space and water, as it is a single purpose of flood control. The connection between people and rivers will continue to weaken in the future, and there is concern that the natural attractiveness of coastal areas will not be shown in the future. In this study, we will show examples of a more resilient watershed space design that reconstructs the relationship between rivers and people, not just a flood control plan, but also as a complex approach with the aim of creating attractive communities.
