段階的な遊休不動産の活用法~銀座彦根商店街の防災建築建築街区をモデルとして~ Gradual use of idle property ~Use Ginza Hikone Shopping Street as a model~

現在、日本では少子高齢化などの影響により所有者が不明となり、放置されたままの「空き家」・「空き地」・廃れたシャッター街などが多く存在している。新たに建て直すと膨大なコストがかかり、利益も生み出せないためディベロッパーなどが開発に動き出す気配はなく、活用されないまま負の遺産として残り続けている。開発当時は地域住民の中心地として賑わいがあったが現在シャッター街となり単調な通過動線となっている彦根城下町の南に位置する彦根銀座商店街の防災建築街区を対象にヒアリングやワークショップを行い、リノベーションや減築などの再生手法により段階的なまちづくりの在り方を提案する。

Nowadays, Japan has innumerable vacant houses, vacant lots, and deserted shopping streets whose owners are unknown and neglect them because of factors, such as the declining birthrate and aging population. A considerable expense and unprofitable aspect would lead developers to passive attitudes towards reconstruction, and thus they remain as negative legacies. I conducted hearings and workshops, targeting Hikone Ginza Shopping Street located in the southern part of Hikone Castle Town which was crowded as a core part for local residents at the time of its first development but is now just a monotonous path of vacant stores. From this research, I propose a role of gradual redevelopment through regeneration approaches including renovation and reduction.
