都市計画において、ダムなどの大規模な治水事業は必要不可欠である。しかし、公共事業は多くの恩恵を受ける人がいる反面、損害を被る人が一定数存在する。私たちはこの事実を認識し、公共事業の負の側面について目を向ける必要がある。
ダム建設問題はダムの建設に対して賛成派と反対派の意見が衝突することで生じる問題である。下流地域が受ける利益に対して、上流地域への負担が多い公共事業がダム建設である。そのため、利益を得る多数の住民とダム建設予定地に住む少数の住民の間で対立が起こるケースもある。
本計画は、一部の反対住民によって、ダムの建設工事が途中段階の敷地において、「ダムの建設が現状のまま止まった場合」も、将来工事が進み、ダムが完成して水の底に沈んだ場合」も、いずれの場合でも、住民の生活と生業を継承することが可能な建築及びまちづくりのシステムを提案することを目的とする。
The purpose of this plan is to propose an architectural and community development system that will allow the residents to continue their lives and livelihoods at the site where the construction of the dam is in progress, regardless of whether "the construction of the dam stops as it is" or "the dam is completed and sinks to the bottom of the water" in the future, as some residents are against the construction of the dam.
