During two weeks of volunteer work at a welfare center in Toyohashi, Aichi Prefecture, I strongly felt that welfare facilities are often spatially and socially isolated from the city. Many are enclosed for safety reasons, positioning users as “protected” and confining them inside. However, the real danger lies not in going outside, but in urban environments that prioritize traffic efficiency over walking and staying. I found potential in Hanazono Shopping Street, where low traffic and lingering human presence enable gentle forms of mutual watching. This project reuses vacant shops and houses as welfare functions, restructuring the entire street as a welfare environment. By subtracting existing buildings to create spatial margins, the proposal fosters loose relationships between people and the city, embedding welfare into everyday urban life rather than treating it as a special facility.
